The UK Government is calling on the creative industries to set up a rights agency to support legislation, protect and promote the legal use of online content, raise public awareness of the consequences of piracy, help resolve disputes and make deals easier. The planned anti-piracy legislation will greatly depend on the engagement of the new agency to reduce unlawful peer-to-peer file sharing and develop a code of practice around enforcement measures. This report will be of relevance to all institutions and proposes far reaching consequences for internet service providers generally in their responsibilities to encourage copyright compliance.
