Creative Commons have published a year long study report carried out to investigate understandings of the terms “commercial” and “noncommercial” by U.S. online creators and users. Amongst other findings, the report concludes that many respondents agreed with the Creative Commons NC licence definition of "noncommercial" use and not-for-profit organisations were generally considered "noncommercial", as was private and personal use, although this was not consistent and depended on financial motivations. The report cautions against any modification of the NC licence from the user’s point of view, and highlights the need for future research on this area.
