JORUM, the FE/HE online repository is accessed by named users and the repository is specifically for teaching and support staff. The terms and conditions of depositing materials in JORUM must be complied with and can be accessed here - http://www.jorum.ac.uk/terms-of-service.
If you are intending to publish materials in JORUM that are not out of copyright, nor work created by the institution, you will require a licence. If you have a broad licence for 'educational use' and this is not restricted to use in your specific institution e.g. in a VLE, then you may be able to upload it. However, you should ensure that all terms of the licence are complied with, particularly the rights owners' meaning of 'educational use'. 'Fair dealing' under the Copyright, Designs and Patents Act 1988, in this context, is unlikely to apply.
As regards the licence you attach to OER materials, this should make it clear to all users what they can do with the OER content. Any licence issued by your institution must be consistent with the original licence provided by the copyright owners. If you have any doubts regarding the original licence, you should either remove the materials completely, or clarify the licence terms with the licensor.
