A new report, commissioned by the Information Commissioner’s Office [UK], records the observations of some former Ministers, as well as current and former senior civil servants and government advisers about the policy making process and the impact of the Freedom of Information Act (FOI). The report, Understanding the formulation and development of government policy in the context of FOI, which was prepared by University College London (UCL), provides findings on how policy is developed in Whitehall in 2009 and the views of those involved in the context of FOI.
